Dear Senator Frank Lautenberg,
Greetings! I hope and pray that you and the loved ones are in good health, and are getting along. Good health is such a wonderful blessing from the good Lord, our Creator Lord!
How is your spirit on this glorious day? Please remember that
humans
are created by our Creator Lord, in His image, with inalienable rights!
Also, please remember that humans are more than flesh and blood! I am
very thankful to our loving, gracious, merciful Creator Lord for being
able to wake up and get up out of bed, and for the opportunity to write
to you! I am writing to you on this glorious day to ask for your help.
Please
help transform the United States by instituting a "Clean Up the U.S.A."
Act that would "clinicize" drugs
(basically the drug laws would remain the same outside of these
clinics, but the clinics would have the right to treat people medically
for the purpose of "cleaning" the person up), and put in place a
national recycle program that would spur litter clean up nationwide.
Some people call for the legalization of drugs, but that position is not
justifiable in the eyes of the good Lord, our Creator Lord! Also, just
staying with the status quo is not justifiable in the eyes of the good
Lord, our Creator Lord! There is a way to help those that are addicted/abusing/using, or
in need of help, and that would be to help start clinics throughout the
nation (say a clinic for every 150,000 people - or 2000 nationally, probably more now - 4/28/12)
that would help people get "clean from drugs", and this would include
both alcohol and tobacco products (there are about 300,000 tobacco
related deaths a year in the U.S.A.). As an incentive for people that
need to get clean to enter a program, the cost of treatment would be much cheaper than the cost of the illegal drugs,
or in the case of alcohol and/or tobacco, treatment would be cheaper
than
the cost of alcohol and/or tobacco. To pay for the federal program,
funds could come from the individuals enrolled in the program, from
higher taxes on cigarettes and alcohol, and from the corporations that
have employees enrolled in the program. To further increase the
incentive for
those using tobacco products, consider increasing the taxes on tobacco
products and also adding a refundable recycle deposit (as some states do
now with soda cans/bottles). Since the Act would be a nationwide clean
up act, the law would provide for adding a refundable recycle deposit
on soda, bottles of water, candy wrappers, cigarette butts and packs,
etc, that would encourage people to get
their refunds back and not to litter.
For instance,
the cigarette tax would keep increasing every few weeks, and the
refundable recycle deposit would increase every other tax increase. At
the start of the program, the cigarette tax would be at $16.54/pack
(this would not include the cost of the cigarettes, which would be
another $6, or $7, or $8, or ...), and the refundable recycle deposit
would be at $4.90/pack (the empty pack along with the cigarette butts
would have to be returned to get the refund). The tax and refund
structure for a pack of cigarettes could be as follows:

Other items with a national refundable recycle deposit could be:
Soda cans (up to 20 oz.) - - - - - $1.00
Soda plastic (up to 1 liter) - - - - $1.50
Soda plastic (up to 2 liter) - - - - $2.35
Candy wrapper - - - - - - - - - - - - $.60
The
programs would be offered to those convicted of drug offenses, and to
the general public. Even businesses could offer their workers a chance
to use the programs (consider how much businesses lose each year due to
those addicted/abusing/using drugs - the law could include an amnesty
provision for those workers that enter a program within the first month
or two from being fired). The general public could enter a program
voluntarily, with HIPPO type privacy. With about 2000 clinics
nationally,
the public would have a choice of which program they would go to. The
cost of the program to start might be somewhere between $2.4 - $8
billion (and the the cost of continuing the program would be paid for by
the cigarette taxes), but the estimated savings probably would be from
$40 - $120 (or more!) billion (not to mention that this would have a
devastating effect on those pushing and/or distributing illegal drugs
because it would be much cheaper to go to a treatment program than to
pay for the drugs, which are expensive!).
Another component to the law could be rewards offered to the trial,
and conviction, of law enforcement (and those in the justice department)
individuals convicted of being bribed by drug pushers or distributors
(this would also would help honest law enforcement in their battle
against all crimes, and enforcement would probably shift towards
the most pressing matters - not to mention the lessening on the prison
population when people go to a treatment program for help instead of to
prison).
The
"Clean Up the U.S.A." Act would be a giant step forward in the War on
Drugs, and a step forward in cleaning up litter (especially cigarette
butts, cans, plastic bottles, and candy wrappers). People in need of
help (and there are probably millions that need it) would receive help,
and the rest of the nation would be better off
(less medical costs, increased productivity nationwide, more honest law
enforcement, law enforcement of the most pressing matters, and more
taxes
received over the years - in the short run probably an initial cost to
implement, but we as a "Cleaner" nation would
be far better off!).
The Holy Scriptures tell us about
our Creator Lord, and how our Creator Lord created humans, in His image, and how we should
value life, and how we should protect and support life, and how our
Creator Lord loves us so much that He sent His only begotten Son into
this world to die for us sinners, so that we might have eternal life!
The Holy Scriptures are pure, perfect, powerful, profitable for
doctrine, and cannot be broken! Please help protect and support life by
proposing the "Clean Up the U.S.A." Act!
Please help
pass a "Clean Up the U.S.A." Act as soon as possible. The nation would
start reaping rewards from the law almost immediately. Thank you very

and peaceful day. May the good Lord, our Creator Lord, bless you and
the loved ones immensely!
