Years ago President Franklin Roosevelt proposed to increase the number of Supreme Court justices to twelve. Now is the time to do it. A major benefit to this change would be to make the Court's decisions dependent on the approval of at least seven justices (when all justices are deciding). This would spread the power out among the Court - no longer would there be any 5-4 decisions.
Another idea that should be adopted was one proposed by ex-Chief Justice Warren Burger - that another level of Courts be instituted right below the Supreme Court to provide relief to the clogged judicial system.
