Now is the time to do what Franklin Delanor Roosevelt first propsed!

Years ago President Franklin Roosevelt proposed to increase the number of Supreme Court justices to twelve. Now is the time to do it. A major benefit to this change would be to make the Court's decisions dependent on the approval of at least seven justices (when all justices are deciding). This would spread the power out among the Court - no longer would there be any 5-4 decisions (where only five individuals decide very important matters).
Another idea that should be adopted was one proposed by ex-Chief Justice Warren Burger - that another level of Courts be instituted right below the Supreme Court to provide relief to the clogged judicial system. More important cases could be ruled on, and the Supreme Court wouldn't have to decide on as many cases throughout the year - which would allow the Supreme Court more time to hear and decide cases. What is important is that cases shouldn't have to wait for a court to be available before the trials proceed, and that decisions should be reached earlier than some current casas (three or four years later).
