Why not create a Nuclear Oversight Committee??? Why not create an international body for nuclear oversight with the following nations? Consisting of Russia, England, France, India, Pakistan, China, Israel, Ukraine, South Africa, North Korea, Cuba, Japan, Iran, guest country A, and guest country B. The body could meet every three weeks and the guest countries would remain for 18 meetings, then the body would vote for two different countries to be guests.
