An international nuclear oversight committee???

Why not create a Nuclear Oversight Committee??? Why not create an international body for nuclear oversight with the following nations? Consisting of Russia, England, France, India, Pakistan, China, Israel, Ukraine, South Africa, North Korea, Cuba, Japan, Iran, guest country A, and guest country B. The body could meet every three weeks and the guest countries would remain for 18 meetings, then the body would vote for two different countries to be guests. The number of delegates from each nation would be as such: Every other meeting the assembly would alternate in the number of delegates. # of Delegates Nation Member of Executive Council 9/10 Russia Yes 9/10 China Yes 6/ 7 England Yes 6/7 France Yes 9/10 United States Yes 6/7 India Yes 5/6 Pakistan Yes 5/6 Israel Yes 4/5 Ukraine No 3/3 South Africa No 3/3 Japan No 2/2 Cuba No 2/2 Iran No 2/2 North Korea No 2/2 guest country A No 2/2 guest country B No 3 of 8 countries on the Executive Council are needed to veto any proposals made by the assembly. 57.125 % of the assembly are needed to approve any proposals that would then go to the Executive council (43 or 48).
