Has there been any study done to see if these improvements will save lives?

Dear friends at D.O.T.,

Hello! I hope that you and the loved ones are in good health. Good health is such a blessing from the good Lord, our Creator Lord! How is your spirit on this glorious day? I am writing to you on this glorious day to ask if you are aware of any studies that have studied how many lives would be saved if cars were equipped with a device that would either test the driver's blood alcohol content (BAC) and then prevent the car from starting if the BAC was too high, or a device that would check a driver's memory and/or reflexes (a driver would have to input a 9, or 10, digit number on a keypad within a certain period of time) and would keep the car from starting if the driver's memory/reflexes were too slow or incorrect? Also, would the D.O.T. consider recommending that the national BAC level be lowered to, say, .064 % to help save lives? Also, has the D.O.T. studied how many lives would be saved if a device on the car would determine when a driver is sleepy, and would set off an alarm, and cause the car to come to a stop and turn off?

Would you please let me know how many accidents, and deaths, are attributed to too high a BAC and DUI. Also, please let me know how many accidents, and deaths, are attributed to people falling asleep at the wheel. Did the D.O.T. ever project what the savings in lives, and property damage, would be if there was a lower BAC level requirement nationally for a DWI (and also a lower drug content level for a DUI)?
