How about a contest for fuel efficient cars?

How about having a national contest open to all to encourage the design and manufacture of fuel efficient cars? Let's say the national government offers a $750 million tax break (write-off) and a $750 million prize to the first company/organization/group to design and manufacture and sell (let's say $15 million worth retail) vehicles that get at least 76 miles per gallon (or equivalent). This would encourage companies to produce more fuel efficient vehicles. There is a contest presently for the first company/organization/group to develop a 100 mile per gallon vehicle, but only offers $100 million for the winner.
